Tabbed panels following the ARIA tabs pattern — roving tabindex, arrow keys with wrap, Home/End, and automatic or manual activation. Panels stay in the DOM so aria-controls resolves and form state survives a switch. Horizontal or vertical, with the indicator on a logical edge so RTL needs no special case. For choosing a value rather than revealing a panel, use segmented-control.
