Tabs — navigation

Tabs that navigate: the same strip as tabs, but a nav landmark of links with aria-current="page" rather than the ARIA tabs pattern — a link that changes the route is navigation, and role="tab" would promise a panel that never appears. Needs no client boundary, so it can sit in a server layout. Pass linkAs to use a router link.
